Автор рассматривает актуальную проблему неопределённости правового статуса Каспия, в первую очередь, юрисдикции над месторождениями в южной части моря с точки зрения формирования вызовов и угроз основным сферам национальной безопасности Российской Федерации.

The Uncertainty of the Caspian Sea Law Status as the Factor of Formation of the Russian Federation National Security Threats and Challenges

The author considers the actual problem of the Caspian Sea legal status uncertainty and, mainly, jurisdiction over disputable oil and gas deposits in the southern part of the Caspian Sea as the factor of formation of the Russian Federation national security threats and challenges. These deposits are located on a joint of Iran, Azerbaijan and Turkmenistan national sectors of mining activity, the boarder of which has not been limited yet. Iran does not accept the approach based on the median modified line, insisting on the special status of the sea and claiming for Azerbaijan deposits. Tehran shows readiness to secure national interests by all ways, including the military one, which pushes Baku towards to the cooperation with the USA in the sphere of security and armed forces building (‘Caspian Guard’ initiative, ‘Caspian Security Program’). This situation causes potential threats and real challenges of the Russian Federation national security in different spheres.
